How do i wire up my tap and water pump?

The tap is simply a switch. The pump has 2 cables + and -. Put the switch onto your + and you'll be able to turn the pump on and off with the tap. As it is a straight forward switch, it does not matter which pump wire you treat as positive.

Can you use a CG 3500 gaz cartridge with a SMEV cooker?

The SMEV cookers are not designed to work with those gas cylinders. You will need something similar to a Campingaz Cylinder for them to work. We've pasted a link here as an example.
